Running Rebels Community Organization (RRCO) will create 25 'slots' to teach at-risk youth to personal responsibility, self-respect, and cooperation while emphasizing education and mentoring. The project will target predominately African-American minority 'most at-risk' youth from Milwaukee's inner city, who are at high probability of encountering gangs, alcohol and drug use, delinquency, etc., during the critical after-school hours 3 pm - 8 pm. Performance will be measured by attendance taken for each required session; school/classroom attendance, classroom disruption and disciplinary measures monitored by staff throughout school year; school report cards checked using Milwaukee Public Schools reporting schedule to verify subject grades; life skills training monitored with formal testing throughout the year to increase self esteem and self-caring; tutoring employed to assist in math and reading; community service projects completed in immediate area reflecting youth participation and extent of involvement; records of any negative police contacts, arrests or involvement in correctional system; and tracking reports on all participants measuring progress in school, in RRCO activities, and in community activities.
