The goal of the Enforcing Underage Drinking Laws (EUDL) Program is to support and enhance State efforts, in cooperation with local jurisdictions, to enforce laws prohibiting the sale of alcoholic beverages, or the consumption of alcoholic beverages by minors. For the purpose of the program, minors are defined as individuals under 21 years of age.

The State of Kentucky's strategy is to decrease underage alcohol use through enforcement and education. This will be accomplished through: ' statewide special event detail enforcement operations; ' a multi college project combining education with campus enforcement to curb drinking parties and change student behavior and mind sets about alcohol. ' community action groups concentrating in Eastern & Western Kentucky regions; ' a statewide youth outreach project; ' responsible beverage service training program for retailers and servers; and ' underage drinking prevention video contest and multi-media video presentations for high school students in south central and western Kentucky.
