PREA Reallocation Funds: OJJDP Formula Grants Program for the Purpose of Working Towards Full Compliance

Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape.

Fiscal Year 2014 funds allowed the PREA Coordinator and a PREA Manager to obtain valuable training at the ACA Conference in Long Beach, CA. Besides first-hand training at the various PREA workshops, other training and educational resources were purchased and obtained for use in development of training and educational curriculum. The procurement of a resident PREA educational video will be implemented in the orientation/intake process.

The focus for Fiscal Year 2015 is to procure and upgrade Closed Circuit TV equipment and software, continue to develop and amend policies and procedures to coincide with PREA and ACA standards, continue to pursue labor union consultations for the various updated or developed policies, and continue to develop training and educational curriculum for residents, staff and contract workers. The goal of the project is to come closer to compliance by seeking the guidance of OJJDP and the PREA Resource Center.

The grantee plans to support PREA programming in youth facilities.

Hawaii plans to use its Prison Rape Elimination Act (PREA 2016 reallocation funds to continue implementation and development of strategies from 2015, including the procuring, repairing, and upgrading of equipment, such as for closed circuit TV and required equipment software, etc.; purchasing supplies, such as safety placards, educational brochures; and other supplies, equipment, training and material that enhance and inform PREA compliance with national standards. The goal of the project is to become compliant by seeking the guidance of OJJDP and the PREA Resource Center (PRC), within a reasonable timeframe. NCA/NCF
