At the direction of President Obama, the Departments of Justice and Education launched the National Forum on Youth Violence Prevention (Forum) to begin a national conversation concerning youth and gang violence, raise awareness, and elevate the issue to national significance. This program aims to competitively select as many as five new sites to join the Forum's participating localities of Boston, Camden, Chicago, Detroit, Memphis, Minneapolis, New Orleans, Philadelphia, Salinas, and San Jose. The FY 2014 National Forum on Youth Violence Prevention Expansion Project is authorized pursuant to paragraph (8) under the Juvenile Justice heading, in the Department of Justice Appropriations Act, 2014, Pub. L. No. 113-76, 128 Stat. 5, 65.

The City of Cleveland plans to use OJJDP FY 14 National Forum on Youth Violence Prevention Expansion Project funds to build on a long and rich history of collaboration with the public and private sector, community engagement and innovative programs to address youth violence. The City of Cleveland recognizes the National Forum on Youth Violence Prevention as an excellent pathway to sustaining reductions in violence and ultimately preventing the conditions that foster youth and gang violence. The technical assistance and "peer to peer" learning opportunities through the Forum process will augment Cleveland's efforts to design and launch an effective comprehensive Youth Violence Prevention Plan. The applicant proposes to bring together complementary evidence-based policies and programs, align existing local initiatives, incorporate data-driven strategies, and identify and address gaps and service needs. Collaborative partners represent youth, parents, law enforcement, education, social services, public health, businesses, philanthropic organizations, and faith and community-based organizations. Cleveland's multi-year plan focuses on the goals of preventing youth violence, changing community norms regarding violence, and providing alternatives to violence for those who are making risky behavior decisions.
