Description of original award (Fiscal Year 2015, $74,083)

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare as found in section 223(a)(9) of the JJDP Act.

American Samoa’s Department of Public Safety administers the FY 2015 Title II Formula funding and proposes activities in the following purpose areas: Planning & Administration, Compliance Monitoring, Community Assessment Center, Delinquency Prevention, and State Advisory Group (SAG).

Planning and Administration will cover costs for SAG activities and the daily operation of the Criminal Justice Planning Agency. Compliance Monitor expenses will cover personnel costs for a Compliance Monitor who serves under the supervision of the Criminal Justice Planning Agency Executive Director. Community Assessment Center funds will cover expenses for the Manaia Shelter Care Program mainly for maintenance and upkeep, needed equipment as well as nutrition for its clients. Delinquency Prevention funding will provide sports activities for youth to participate in throughout the year. Activities will range from boxing, volleyball to golf. NCA/NCF
