Description of original award (Fiscal Year 2019, $675,000)

This program will promote and expand services in detention and correctional facilities to incarcerated individuals and their minor children younger than age 18, and provide services to children of incarcerated parents by facilitating access to services that support their needs. This program will provide states and localities with funding to implement positive family engagement strategies and activities that address the needs of incarcerated parents and their minor children.

The State of ConnecticutÂ’s Department of Children and Families will use funding to expand the service array for fathers in the custody of the Department of Corrections who are incarcerated at the Willard-Cybulski Correctional Institution Re-Integration Center and returning to the Greater Hartford area upon release. The project, which will target men who are fathers of children involved with the Department of Children and Families due to child protection issues, is designed reduce recidivism and improve negative outcomes linked to parental incarceration, which include financial strain, unstable and insufficient housing, family disconnection, poor child behavioral health and education outcomes and juvenile delinquency.
