This report announces the appointment of Assistant Attorney General for the Office of Justice Programs, Deborah J. Daniels as the National Coordinator for AMBER Alert, and reviews the concept and objectives of AMBER Alert.
Abstract
In October 2002, Attorney General John Ashcroft appointed Deborah J. Daniels, Assistant Attorney General for the Office of Justice Programs, to serve as AMBER Alert National Coordinator at the Department of Justice. AMBER Alert was first introduced in 1996 in Texas in memory of Amber Hagerman who was kidnapped and murdered. AMBER stands for America’s Missing: Broadcast Emergency Response. Today, more than 60 AMBER plans have been established at local, regional, and State levels with 24 States having statewide plans in place. AMBER Alert plans are voluntary partnerships between law enforcement agencies and public broadcasters to notify the public when a child has been abducted. When a law enforcement agency confirms that a child has been abducted, it notifies a designated primary Emergency Alert System (EAS) radio station, which relays the information to all area radio and TV stations and cable systems. AMBER plans also include the use of electronic highway billboards to disseminate the alerts. Ms. Daniels will aid in developing, enhancing, and coordinating AMBER plans
