Project Abstract

 
Pursuant to Executive Order 01.01.2010.06, the State Advisory Group and the Governor’s Office of Crime Prevention, Youth, and Victim Services are charged with implementing a three-year plan (“Plan”) for the State of Maryland.  
 

The focus of the Plan is implementing programs which are developmentally appropriate, enhancing the use of trauma-informed approaches, and raising awareness about the effects of Adverse Childhood Experiences and childhood trauma as well as Racial and Ethnic Disparities (RED). The plan focuses on initiatives and strategies that support the hallmarks of the Developmental Approach to Juvenile Justice Reform, which are:
 

Accountability Without Criminalization;

Alternatives to Justice System Involvement;

Individualized Response Based on Assessment of Needs and Risks;

Confinement Only When Necessary for Public Safety;

A Genuine Commitment to Fairness;

Sensitivity to Disparate Treatment, and;

Family Engagement.

 

The hallmarks of the Developmental Approach will be supported by a continued focus on creating a continuum of care to meet the diverse needs of the youth served by Maryland’s juvenile justice system; a continued collaboration with other State child-serving and public safety agencies; a focus on trauma-informed practices; and an effort to bring innovative programming and strategies to serve youth safely in the community.
