Description of original award (Fiscal Year 2022, $619,281)

Kansas has a long history of successful compliance with the four core requirements of the JJDP Act. Kansas will use a portion of its Title II allotment to maintain compliance with the core requirements of the JJDP Act by funding a Compliance Monitor. Funding from Kansas’s Title II funds is budgeted for the Compliance Monitor (Program area #19) and related compliance activities. In 2020, Kansas hired a new Compliance Monitor, Greg Artis, who is also sharing the state’s Disproportionate Minority Contact / Racial and Ethnic Disparities Coordinator duties with Brock Landwehr, the Juvenile Justice Specialist. There are also Title II funds set aside for Planning and Administration (Program Area #28), which is matched dollar for dollar with state general funds. This funds the Juvenile Justice Specialist, who is responsible for facilitating the Kansas Advisory Group (KAG) and for monitoring and reporting in regards to the State’s Title II allocation.

 

Starting in 2021, the KAG has decided to shift its focus from System Improvement efforts throughout the state, which is no longer allowed under the JJRA, to “(S) Projects designed to develop and implement programs to protect the rights of juveniles affected by the juvenile justice system”. The KAG and DOC are contracting with the Gault Center (formerly the National Juvenile Defense Center, or NJDC) in order to improve juvenile defense in Kansas.  

 

The KAG has decided to make Native American Pass Through Funding available at $1000, slightly more than the required amount.  

 

Kansas has set aside a portion of its Title II allocation for State Advisory Group Allocations (Program Area #32). This will be used to reimburse KAG members for their travel to quarterly KAG meetings, and other local, state, and national trainings as needed.

 

No portion of the Kansas Title II allocation will be used to conduct research as defined in the “Research and the protection of human subjects” section of the "Requirements related to Research" webpage of the "Overview of Legal Requirements Generally Applicable to OJP Grants and Cooperative Agreements".
