Description of original award (Fiscal Year 2022, $98,843)

The CJPA is submitting this application for funding under OJJDP FY 2022 Title II Formula Program on behalf of the American Samoa Government. In collaboration with the American Samoa State Advisory Council serving as the State Advisory Group (SAG) as defined in the Title II of the Federal Juvenile Justice and Delinquency Prevention Act (JJDPA) of 2018. Funding from this award will help American Samoa reinstate the Title II program, achieve compliance with federal regulations and initiate much needed services for the juveniles in the system and create evidence based programs for the youth of American Samoa. 

‘Aiga’-Family is the core center of the Samoan culture and way of life. When a Juvenile is stopped or apprehended by law enforcement officers, it is the law to immediately inform their parents and or guardians (45 A.S.C.A § 45.0202) The decision for further proceedings are made collaboratively among parents/guardians and law enforcement with consultation from the Attorney General’s Office.

The youth of American Samoa are its pride esteemed measina- priceless treasures. The future guardians and chiefs of its land and government. The prioritized objective of the Juvenile Justice system is to restore, protect and support families. This award will help the American Samoa government achieve various objectives to identify challenges in the Juvenile Justice System, reccomend solutions allowing for growth and adaptations to lawful statues and emphasizing on cultural values and evidence based resolutions ministering to the well-being of the youth.
