Description of original award (Fiscal Year 2023, $694,280)

The Kentucky Formula Grants Program provides funding for delinquency prevention and intervention services. By focusing on youth with first-time and non-serious offenses, Kentucky will improve overall outcomes for youth and families.

Formula Grants Program funds enable Kentucky to maintain compliance with the core protections for Kentucky’s youth. The Kentucky Racial and Ethnic Disparity (R/ED) Coordinator works with the Juvenile Justice Advisory Board’s (JJAB) Subcommittee on Equity and Justice for All Youth (SEJAY), to establish goals and reduce R/ED and racial disparity in Kentucky. The Compliance Monitor ensures that youth are not held securely with a status offense, and that youth with a delinquent offense, in the limited circumstances where a youth is in secure detention is always sight or sound separated from adult offenders, and that youth are not held for more than six hours.

Each subgrant is required to report progress on a quarterly and annual basis. The goal of the program is to achieve better outcomes for youth and families, while maintaining public safety.  Towards this end, Kentucky is working to build capacity by increasing the number of evidence based, evidence informed and promising practices in the community and out of home placements.
