In partnership with a variety of other local agencies and organizations, the Miami/Dade County School District completed a detailed assessment and strategic planning process towards the implementation of OJJDP's Comprehensive Gang Model. Crime statistics between 1999 and 2001 revealed that the Northwest area of Miami-Dade County is in particular need. Statistics showed tremendous increase in homicides and aggravated assaults; therefore, the Steering Committee has developed a plan that will provide aid to a community that has very few resources and high percentages of violent youth criminal activity. The target area is identified as the Northwest section of Dade County. The area encompasses 175th street through County Line road and 27th Avenue through 67th Avenue. These avenues include in this target area two high schools and two middle schools, Miami Carol City Middle School, Miami Carol City Senior High School, Lake Stevens Middle School and American High School.

The primary target population for the Miami-Dade Gang Free Schools and Communities Project is comprised of two sub-groups: (1) School-aged youth, male and female who are known gang members involved in criminal activity between the ages of 13 and 18; and (2) Adult males and females who are know gang members active in crimes in the target area, between the ages of 19 and 21.

The project will provide a range of coordinated prevention, intervention, and suppression services to this community and the two sub-groups within the primary target population. Services will include both school-based and community-based activities.
