Lane County's Department of Youth Services will implement the Juvenile Breaking the Cycle program, which targets 80 high risk delinquent offenders with substance abuse problems that require system-wide, science-based intervention. The program's goals are to promote public safety by reducing recidivism and improving the health and productivity of delinquent youth who have been using drugs. The strategy includes the development of case plans that focus on decreasing risk factors and strengthening resiliency. The Department of Youth Services will report on performance measures regarding changes in criminal referrals and risk factors relating to the use of alcohol and other drugs and to functioning in school and family.NCA/NCF
