Description of original award (Fiscal Year 2008, $178,870)

Family Communications, Inc., will implement the 'Western PA Child Care Access to Resources, Education and Standards' (CARES) program. Western PA CARES is an early intervention and systems improvement initiative, aimed at giving adults information and tools to learn how to help young children manage their angry and aggressive feelings. Its focus will be on low-income, high risk neighborhoods. Family Communications will target adults who care for young children, involving early childhood, health, and social service providers, families, and police. Activities includ: training and educational events, technical assistance, networking, and support activities. A formal, impartial evaluation plan will serve as the post-implementation performance measure tool. Early childhood intervention programs have been shown to yield benefits in academic achievement, behavior, educational progression and attainment, delinquency and crime, and labor market successes.
