Through the Byrne Congressionally Mandated Awards program, the Office of Justice Programs helps communities improve the capacity of local justice systems and supports training and technical assistance programs and other efforts that strategically target local needs. This program is authorized to organizations identified in the Conference Report to accompany the Consolidated Appropriations Act, 2010.

ZERO TO THREE proposes to continue the work of the Orleans Parish Court Team for Maltreated Infants and Toddlers that was formed in January 2008. The goal of each Court Team is to increase the knowledge and skills of community stakeholders so that their communities better meet the needs of maltreated infants and toddlers and their families involved in the child welfare system. ZERO TO THREE provides training, technical assistance, and support to the Orleans Parish Court Team. A project database allows staff to record the types of services received by parents and children, the number of reunifications, the frequency of parent-child contact, and length of time until permanency.
