The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support State and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: Planning and administration; State Advisory Group allocation; compliance monitoring; juvenile justice issues for American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.
The Pennsylvania Commission on Crime and Delinquency will continue to utilize Title II Formula Grant funds to support the priorities identified in their State Advisory Group's (SAG) Plan to the Governor. These priorities target juveniles between the ages of 10 to 17 and will focus on initiatives such as System Enhancement, Delinquency Prevention/Intervention, Reducing DMC, Aftercare, and the Responsiveness to the Unique Needs of Girls. Pennsylvania's Formula Grant funds will be used to support projects related to ensuring compliance with the core protections of the JJDP Act which include the completion of state and local DMC assessments and the monitoring of facilities capable of holding juveniles securely. PCCD will support programs that develop and build skills for system involved youth to improve their chances of success. All remaining funds will be awarded through funding announcements specific to each of the initiatives identified above. Successful applicants will be required to report the federally mandated process and intermediate outcome data through PCCD's electronic grant management system, Egrants.
