Description of original award (Fiscal Year 2012, $400,000)

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

The Juvenile Justice Authority proposes the 2012-2014 Title II Formula Three Year Plan to maintain compliance with the core requirements of the JJDPA Act. A statewide Disproportionate Minority Contact (DMC) (Purpose Area 10) assessment will be conducted during 2012 through a competitive bid process with a local university or researcher. Based on the assessment, recommendations concerning why DMC exists and what can be done about it, $191,900 is budgeted in the 2012 award to address DMC at the local level. $95,950 is budgeted for the Juvenile Detention Alternative Initiative (JDAI), which addresses the core requirements of Deinstitutionalization of Status Offenders (DSO) and Disproportionate Minority Contact. $2,150 is budgeted for Native American Pass through (Purpose Area 22). $50,000 is budgeted for the Compliance Monitoring (Purpose Area 6) contract with Sandra Nesbit-Manning. $20,000 is budgeted for State Advisory Group (Purpose Area 31) and $40,000 for Planning and Administration (Purpose Area 23), which is matched dollar for dollar with state general fund.
