Description of original award (Fiscal Year 2012, $400,000)

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

The Vermont Department for Children and Families, Family Services Division (DCF/FSD) is the designated state agency to receive Title II funds in the State of Vermont. In addition to Planning and Administration and State Advisory Group allocations, DCF/FSD plans to fund two program areas:
- Delinquency Prevention to support community conditions and direct activities that promote social and emotional strengths and resilience in children to decrease the likelihood of substance use and severe mental health problems including parental support services and community based prevention activities; and
- Juvenile Justice System Improvement to assure full compliance with the JJDPA core protections, promote positive youth development and restorative justice practices, and to effect systems change that will reduce the number of youth who are charged and convicted of adult crimes for minor, delinquent offenses
The majority of activities that support Compliance and DMC Monitoring are funded with state funds and may be utilized as state required match for the planning and administration portion of Title II.

The 2012-2014 plan also considers use of the remaining FFY10 -11 Title II, and where applicable, JABG funds in order to achieve current priorities. Outcome and performance measures associated with each of these areas are measured by the designated state agency (DSA) and its subgrantees. NCA/NCF
