The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act and funds are made available as a result of the FY 2016 Department of Justice appropriations. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; prevention; and activities to address the core requirements and improvement of juvenile justice system operations and policies, as found in section 223(a)(9) of the JJDP Act.

The Minnesota Juvenile Justice Advisory Committee (JJAC) is a supervisory board appointed by the Minnesota Governor to oversee juvenile justice practice within Minnesota. JJAC's plans for the Formula Grants Program for FY 2016 include funding activities concerning the following areas: Planning and Administration (PA 28), State Advisory Group Allocation (PA 32), Compliance Monitoring (PA 19), Native American Programs (PA 24), Juvenile Justice System Improvement (PA 27), Disproportionate Minority Contact (DMC) (PA 21), Deinstitutionalization of Status Offenders (PA 20) and Delinquency Prevention (PA 1, 5, 6, 17, 22 and 23).

JJAC will continue efforts to accurately report on the four core requirements via data improvement and education to juvenile justice agencies which have responsibility for juveniles. The Memorandum of Understanding with the Department of Corrections is an ongoing and effective partnership guaranteeing Minnesota’s compliance effort as a model of collaboration. Two Individual committees (DMC and Policy and Partnerships) will focus on and report progress on short term and intermediate outcomes.
