The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act and funds are made available as a result of the FY 2016 Department of Justice appropriations. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; prevention; and activities to address the core requirements and improvement of juvenile justice system operations and policies, as found in section 223(a)(9) of the JJDP Act.

The Washington State Partnership Council on Juvenile Justice (WA-PCJJ) was established via Executive Order 10-03 in September 2010. The WA-PCJJ held their first meeting in January 2011, which included a State Advisory Group (SAG) new member training. The new SAG established its Strategic Framework and Mission & Guiding Principles, which were adopted in November 2011. The Council also conducted a needs assessment to develop its priorities for the 2012 -2014 OJJDP comprehensive 3-year plan.

The SAG has allocated Formula Grant Program funds in the 2015 three-year plan update to the following seven federal program areas: DMC, Aftercare/Reentry, Juvenile Justice System Improvement, Compliance Monitoring, American Indian Pass-Through, P & A, and State Advisory Group. NCA/NCF
