Description of original award (Fiscal Year 2016, $480,895)

The Family Drug Court Implementation and Enhancement Program builds the capacity of states, state and local courts, units of local government, and federally recognized tribal governments to either implement new drug courts or enhance pre-existing drug courts for individuals with substance abuse disorders or substance use and cooccurring mental health disorders, including histories of trauma, who are involved with the family dependency court as a result of child abuse, neglect, and other parenting issues. This program is authorized by 42 U.S.C. 3797u, et seq.

The goals of the Lummi Nation are to provide rapid, comprehensive services and treatment to parents whose children have been removed from the home due to abuse and/or neglect from using drugs or alcohol, or having co-occurring disorders that lead to parenting deficiencies and put the children at risk of harm. The Family Drug Treatment Court will develop a comprehensive and effective program to facilitate rapid reunification of children with their parents while ensuring they have a safe, stable, clean, drug-free, nurturing home with the parental guidance and dependability necessary for their growth. The program will promote and address long-term recovery to prevent recidivism by parents and establish long-term support systems for the family unit to meet the children's and parents' needs. Partnerships with drug and alcohol treatment providers, mental health providers, family counselors, and parenting education specialists will ensure that each family has the opportunity to reunite, heal, and become a stable unit.
