Description of original award (Fiscal Year 2017, $1,089,057)

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Supported activities and efforts may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare as found in section 223(a) of the JJDP Act.

The Pennsylvania Commission on Crime and Delinquency (PCCD) will use the FY17 Title II Formula Grant Funds to support priorities identified in the State Advisory Group’s Plan to the Governor. Identified priorities include ensuring compliance with the core protections of the JJDP Act; supporting the needs of juveniles between the ages of 10 and 17, focusing on system enhancement, evidence-based programs, and supporting policies and programs that serve all system-involved adolescents with services that address prevention, treatment, and reentry needs. Pennsylvania’s Formula Grant Funds will support projects related to Compliance Monitoring (DMC and secure holding procedures), Prevention, Diversion, System Improvement, and Aftercare. The PCCD supports activities dedicated to monitoring compliance with the core protections of the JJDP Act and supports programs for local DMC assessment efforts to reduce disproportionate minority contact supports programs.
