The Office of Victim Services and Justice Grants plans to award the Department of Youth Rehabilitation Services 100% of funding in an effort to achieve compliance with the Prison Rape Elimination Act.

Description of original award (Fiscal Year 2017, $19,046)

Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape. The grantee plans to support PREA programming in youth facilities.

With these funds, the District of Columbia’s Office of Victim Services and Justice Grants is requesting funding to contract with a certified BAJ PREA Auditor to conduct a certified audit at both youth facilities. The auditor will assess the pre-audit questionnaire; interview random staff and youth; tour both facilities, and provide an audit report.
