Description of original award (Fiscal Year 2017, $300,000)

The FY 2017 Systemwide Reform and Reinvestment Initiative will support state efforts to develop juvenile justice system improvement strategic plans and provide training and technical assistance (TTA). The goal of Category One is to support states’ efforts to develop planning tools and resources that will support systemwide improvement strategies. Awards under this solicitation will be made pursuant to the Department of Justice Appropriations Act, 2017 (Pub. L. 115-31). The Committee for Public Counsel Services (CPCS) in collaboration with a Leadership Forum, which includes CPCS, Massachusetts Trial Court, Juvenile Court, Massachusetts Probation Service, Department of Youth Services, Department of Children and Families, and Department of Elementary and Secondary Education. This project will (1) build on the Leadership Forum’s ongoing Results-Based Leadership Process to develop a 5-year strategic plan for the state’s juvenile justice system that meaningfully engages state, local, and community partners and (2) improve data collection and analysis to inform policy/practice change; based on that data analysis, and provide workforce training.
