The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Supported activities and efforts may include planning and administration, establishing, operating, coordinating, and evaluating projects directly or through grants and contracts with public and private agencies for the development of more effective education, training, research, prevention, diversion, treatment, and rehabilitation programs in the area of juvenile delinquency and programs to improve the juvenile justice system as found in section 221 of the JJDP Act. Kansas Department of Corrections will use a portion of its FY 2020 Title II allotment to maintain compliance with the core requirements of the JJDP Act by funding a Compliance Monitor. Funding from Kansas’s Title II funds is budgeted for the Compliance Monitor (Program area #19) and related compliance activities. Kansas has hired a new Compliance Monitor who will also serve as the state’s Disproportionate Minority Contact / Racial and Ethnic Disparities Coordinator There are also Title II funds set aside for Planning and Administration (Program Area #28), which is matched dollar for dollar with state general funds. The KAG has decided to make Native American Pass through Funding available at slightly more than the required amount. Kansas has set aside a portion of its Title II allocation for State Advisory Group Allocations (Program Area #32). The KAG shifted its focus from prevention efforts to focusing Kansas’s Title II allocation on System Improvement efforts throughout the state. NCA/NCF
