Grantees are funded under this initiative to develop program activities based on the core strategies of the Comprehensive Gang Model. Category 1, Intervention, supports intervention strategies that can dissuade youth from joining gangs and help them discontinue their involvement in gangs. Proposed strategies are built upon the principles of the following core strategies in the OJJDP Comprehensive Gang Model: Community Mobilization, Opportunities Provision, and Social Intervention.

Social Advocates for Youth will implement project REJUVENATE, a comprehensive intervention program to reduce violence and gang involvement among youth living in opportunity zones in San Diego. This program will employ LA's Gang Reduction Program (GRP) prevention and intervention strategies that address individual, family, and community factors that contribute to gang activities. They will partner with Project Aware and Union of Pan Asian Communities to serve 192 high-risk youth and reach 3,000 youth ages 12–17. They will reduce gang involvement by 80 percent for participants by providing work experience, life skills, and counseling. SAY will increase rates of participants in alcohol and drug education, intervention and referral for treatment, and increase community connectedness.
