This program will test strategies and work to produce national estimates of missing children reported to law enforcement in response to the Congressional mandate: The administrator [OJJDP]shall triennially conduct national incidence studies to determine for a given year the actual number of children who are abducted by strangers, the number of children who are victims of parental kidnappings, and the number of children who are recovered each year.
